Franklin County mailed 2024 general-election ballots to four people who had moved out of a Pasco apartment building. The building's manager, Esperanza 'Hope' Contreras, filled them out, forged the voters' signatures, and turned them in. The county's signature check caught one; the other three were counted. The fraud came to light only when a former tenant who had moved to Hermiston, Oregon, learned that her Washington ballot had already been cast. Contreras admitted voting all four ballots and pleaded guilty to four felony counts. In August 2026 Judge Jackie Stam sentenced her to three months in jail on work release.
She was first booked on 12 counts, including first-degree identity theft, forgery and theft.
Investigators compared the signatures and found they were not the voters'. The Tri-City Herald wrote that it is not clear how three of them passed the county's signature check.
Washington mails a ballot to every registered voter's address, so ballots for people who have moved keep arriving at their old homes.
Franklin County leaders cited this case in September 2026 when they asked the state for permission to check the county's voter rolls with the federal SAVE citizenship database.

Under the Trump administration's push to prosecute noncitizen voters, federal agencies made fewer than 150 referrals and brought 41 election-related charges through May 2026, producing 14 convictions or guilty pleas, according to ProPublica's review. The 28 California cases charged in October 2026 come on top of these.
The Heritage Foundation's Election Fraud Map is a searchable database of proven election-fraud cases: each ended in a criminal conviction, civil penalty, diversion program, judicial finding, or official finding. As of its December 12, 2025 update it lists 1,619 proven instances. Heritage stresses it is a sampling, not a complete count, and was tracking roughly 300 additional cases under investigation or prosecution.
Roberto Manzano of Sumner lived under someone else's identity for more than 20 years. In his April 2024 plea agreement in federal court in Tacoma, he admitted using that identity to vote unlawfully in state and national elections since about 2004, falsely claiming to be a U.S. citizen each time he voted. He also used it to work for a logistics company, apply for a Small Business Administration loan, and seek a Transportation Security Administration clearance. TSA noticed conflicting information and referred the case to the Diplomatic Security Service. He pleaded guilty to two counts of illegally disclosing a Social Security number, and both sides recommended five months in prison.
Former Democratic U.S. Congressman Michael 'Ozzie' Myers paid Philadelphia Judge of Elections Domenick J. DeMuro to 'ring up' fraudulent votes on voting machines for Myers' clients and favored candidates in South Philadelphia's 39th Ward, 36th Division. Myers pleaded guilty and was sentenced to 30 months in federal prison.
Myers paid DeMuro roughly $300 to $5,000 per election to add fraudulent votes.
Myers pleaded guilty on June 6, 2022 to conspiracy to deprive voters of civil rights, Travel Act bribery, obstruction, falsification of records, and conspiracy to illegally vote in a federal election (52 U.S.C. 10307(c)).
Sentenced to 30 months in prison, 3 years supervised release, and a $100,000 fine.
Election judge Domenick DeMuro pleaded guilty separately in 2020.
Pierce County Auditor Julie Anderson confirmed that five ballots cast in the names of dead voters in the November 2020 general election were counted before anyone caught them. Once a ballot is separated from its envelope it cannot be traced, so those votes stayed in the results. Prosecutors charged three people, and all three pleaded guilty on August 30, 2021. Russell Hobbs of Bonney Lake had voted for his wife, who died about three months earlier. Tamara Amratis of Puyallup voted for her husband, and Daniel Brewer of Spanaway voted for his 19-year-old son. Each was sentenced to community service.
Hobbs pleaded guilty to a reduced charge of attempted vote-by-mail violation and was given 80 hours of community service; Amratis and Brewer were given 40 hours each.
Of the two cases not charged, one voter reported the mistake, and in the other no suspect was found.
The auditor said ballots are printed and mailed weeks ahead, leaving 'a window' between a voter's death and removal from the rolls.
Because the ballots were counted before they were caught, there is no way to know which candidates received them.
Auditor Anderson called these 'tribute votes' cast by grieving relatives, not a coordinated effort, out of more than 450,000 mail ballots cast in the county.

Dennis Herron, 79, of Randle came home from burying his wife Carolyn and cast her ballot in the 2020 presidential election, forging her signature. He admitted it to a sheriff's deputy. He pleaded guilty, and on March 3, 2021 Lewis County Superior Court entered a felony judgment and sentence with no jail time and $600 in costs (case 20-1-01069-21).
Lewis County charges these cases; King County usually sends a warning letter instead. A voter's county can decide whether the same act becomes a felony.
Per person, Lewis County filed more voter-fraud cases than any other Washington county from 2007 to 2022: eight in all, at least three of them later dismissed.

A New Jersey Superior Court judge threw out Paterson's May 2020 all-mail Third Ward council election and ordered a new one. The judge found it 'was not the fair, free and full expression of the intent of the voters' and was 'rife with mail in vote procedural violations constituting nonfeasance and malfeasance.' Hundreds of mail-in ballots were found bundled in mailboxes. The NJ Attorney General charged the winning candidate, a sitting councilman, and others with mail-in ballot crimes.
24.29% of ballots in the race were rejected, versus 9.6% across 31 other NJ municipal elections the same day.
347 mail-in ballots were found at a post office in Haledon, and 531 more were found bundled at Paterson's main post office.
Ballots were left in bulk on the floor of an apartment building instead of delivered to residents.
NJ AG charged Councilman Michael Jackson, Councilman-Elect Alex Mendez, and two others with mail-in ballot offenses, including illegally collecting other voters' ballots.

Julie Klein of Marysville, paid up to 75 cents a signature, forged hundreds of names on petitions for Referendum 74 and Initiative 1185 in 2012. State elections staff noticed that the handwriting looked alike: 834 of the 1,001 signatures she turned in for Referendum 74 did not match the voters' signatures on file. Her sheets were thrown out before they could count, and the Secretary of State sent the case to the State Patrol. She pleaded guilty, and on August 12, 2014 Snohomish County Superior Court Judge Anita Farris sentenced her to six months in jail on work release.
Klein told the court she dealt only with a middleman and never met the people who paid for the signature drive.
In 2010 King County charged Claudia McKinney of Burien, paid by her union to gather signatures for the Initiative 1098 income tax, with fraud after state elections officials flagged 20 of her petition sheets.

Susan Risenhoover's son had moved to Texas in June 2008, but his Washington ballot still came to the family home. She was not a registered voter herself. She filled out his ballot for the 2008 presidential election, forged his name, and sent it to the Island County Auditor. Staff saw that the signature did not match his registration card, so the ballot was not counted and the sheriff's office took the case. She pleaded guilty in Island County Superior Court to being an unqualified person voting, a felony, and was sentenced to 40 hours of community service in place of five days in jail, plus $1,217 in court costs.
During a 2006 voter-registration drive, temporary workers for the community-organizing group ACORN made up more than 1,800 registration cards. They copied names from phone books, newspapers and baby-name books, and often used the addresses of Seattle homeless shelters. King County election workers noticed that many cards seemed to be written by the same hand. The county's canvassing board revoked 1,762 registrations. Prosecutors charged seven workers with felonies in July 2007, and guilty pleas and jail sentences followed. ACORN paid King County $25,000 for the investigation and signed a five-year agreement to tighten its procedures. Prosecutors said none of the fake registrations was used to vote.
To show how easy it was to register someone who could not legally vote, Jane Balogh of Federal Way put her phone bill in her dog's name, Duncan M. MacDonald, and used it to register him as a King County absentee voter in 2006. Ballots arrived in the dog's name for the September and November 2006 elections and a May 2007 election. She wrote 'VOID' on them and signed the envelopes with a paw print, so no votes were cast. She said she was protesting a 2005 state registration law that, in her view, makes it too easy for noncitizens to vote. King County charged her with making a false statement to a public official. Under a September 2007 deal she did 10 hours of community service and paid $240, and the charge was dismissed a year later.
The registration was accepted on the strength of a utility bill in the dog's name.
Sherril Huff, about to take over King County's elections office, said the system is designed to catch fraud in actual votes, not in the registration process.
Prosecutors threatened a felony charge of giving false information on a voter registration if she went to trial.

Christine Gregoire became governor after a hand recount put her 129 votes ahead of Dino Rossi, out of more than 2.8 million votes. Rossi had led the first count by 261 and the machine recount by 42. At the election-contest trial, Chelan County Superior Court Judge John Bridges found that 1,678 illegal votes had been counted. They included 1,401 votes by felons who were not allowed to vote, 19 ballots cast in the names of dead people, 6 people who voted twice, and 252 provisional ballots that should never have been counted. The illegal votes outnumbered the final margin almost 13 to 1. The judge still let the result stand, because Washington law required proof of whom each illegal vote was for, and only 5 could be traced. He took those 5 off the totals, leaving Gregoire ahead by 133.
Felons: 754 identified by Rossi's side and 647 by the Democrats. In 2004 the state had no statewide database to check voters against felony records.
348 King County provisional ballots were fed straight into vote-counting machines before anyone checked whether the voters were eligible.
King County counted about 875 more absentee ballots than it had received and verified. Clark County counted 190 more votes than voters credited with voting, Pierce County 135, and Spokane County 77.
Only 5 illegal votes could be traced to a candidate: 4 for Rossi and 1 for Libertarian Ruth Bennett. Rossi ended the contest the same day and did not appeal.
In May 2005 the Legislature passed election reforms (ESSB 5499 and ESSB 5743). Provisional ballots must look different and stay out of polling-place machines, counties must reconcile ballots with voters and publish the numbers, and the state may screen voter lists for felons.

EO 14248 ('Preserving and Protecting the Integrity of American Elections,' March 25, 2025) calls for documentary proof of citizenship on the federal voter registration form and a single Election Day deadline for receiving ballots. It also directs DHS and DOGE to review state voter rolls and sets new Justice Department enforcement priorities. EO 14399 (April 2026) targets mail-in voting. On July 16, 2026, President Trump gave a primetime address urging passage of the SAVE America Act. Alongside it, the Department of Homeland Security released documents stating 'over 250,000 non-citizens are illegally registered to vote in just the four states.' DHS Secretary Markwayne Mullin repeated the figure the next day.
PolitiFact and election experts say DHS has not disclosed its methodology, that a White House official indicated commercial data was used, and that such matching produces false positives. The figure counts registrations, not ballots cast. Officials in the four states disputed it.

Washington voters show no ID with a mail ballot; the envelope signature is compared with the registration signature. People registering to vote swear that they are citizens, but they do not have to prove it. Rep. Jim Walsh, chairman of the state Republican Party, filed Initiative IL26-126 in May 2025. It would have required an enhanced driver's license or ID card, or documentary proof of citizenship shown in person, to register and to stay registered. It fell short of the 308,911 signatures needed by January 2, 2026. A second version, Initiative IP26-500, missed the July 2, 2026 deadline. In the Legislature, House Bill 1585 (citizenship verification for voter registration) and House Bill 1584 (ending universal vote-by-mail and restoring polling places) have sat in committee since January 2025.
Washington counts mail ballots that are postmarked by Election Day and arrive afterward, as long as they arrive before the results are certified. President Trump's March 2025 Executive Order 14248 called for documentary proof of citizenship on the federal registration form and for ballots to be received by Election Day. Washington and Oregon sued. On January 9, 2026, U.S. District Judge John Chun permanently blocked five sections of the order and declared that both states' ballot-receipt deadlines are not preempted by federal law; the government appealed. A second order in March 2026 directed the Postal Service not to deliver mail ballots for states that refuse to hand over their lists of mail voters, and a federal judge blocked it in June. On June 29, 2026, the U.S. Supreme Court ruled 5-4 in Watson v. Republican National Committee that federal law allows states to count ballots postmarked by Election Day.
By June 22, 2026, 25 states had run more than 68 million voter registration records through the enhanced federal SAVE citizenship-verification system, according to a Department of Homeland Security document released in July 2026. The checks identified more than 400,000 deceased registrants and more than 28,000 noncitizens who had registered to vote.
'Identified' means flagged by database matching; it does not by itself show who voted. A USCIS whistleblower and a federal judge have raised concerns that rushed matching can include citizens.

In summer 2022 a man moved from Oregon to Lewis County and was automatically registered to vote when he got a Washington driver's license. That November he returned both a Washington ballot and an Oregon ballot, and he was convicted of a felony for voting in both states. In January 2026 the Court of Appeals reversed the conviction 2-1. It ruled that state law was ambiguous because the two ballots had no candidates in common. The Legislature then made it a felony to vote in Washington and in another state in the same election cycle. The bill was requested by Secretary of State Steve Hobbs, passed the House unanimously and the Senate 43-1, and was signed by Gov. Bob Ferguson on March 17, 2026.

Public records obtained by The Center Square show that from January 1999 to February 2023, 13 noncitizens cast 48 ballots in Clark County. Nine had been registered through the Department of Licensing, three on a Secretary of State form, and one online. One of them voted 28 times from 2000 until being removed from the rolls in 2019. The county learned of every case only because the noncitizens themselves asked for their voting history while applying for citizenship. None was prosecuted. The Clark County prosecutor has charged just three people for ineligible or double voting, and two of them were sent to a diversion program.
Clark County's elections director wrote that there is 'no nationwide tool' for election offices to check that a person registering is a U.S. citizen, and that staff must accept the 'four corners of the application.'
The county said it has no authority to investigate a voter's eligibility, and no state or federal rule requires voter fraud to be reported.

In the November 2020 election, King County Elections sent prosecutors 22 suspicious ballots cast in the names of people who had died before ballots were mailed. Since 2007, Prosecutor Dan Satterberg's office has usually sent warning letters instead of filing charges in such cases, and it mailed these letters about two years later, in October 2022. A KING 5 investigation found that only 42 voter-related criminal cases were filed in all of Washington from 2007 to 2022. King County, with more than 1.3 million voters, charged nine in 15 years, while far smaller Lewis County charged eight.
The letters said county records showed 'the voter was deceased prior to the date the ballot was issued by the county, indicating that someone forged the voter's signature.'
One widow first told KING 5 that her husband had signed his own ballot on his deathbed. Ballots were mailed two weeks after he died, and she later admitted she had filled it out.
KING 5 reported that the 22 ballots were caught and not added to the results.

It's really, to me, overkill, to put these in front of a judge to use criminal justice resources.
Washington voters show no ID to vote by mail. The only check on a returned ballot is a comparison of the signature on its envelope with the voter's registration signature. The State Auditor's performance audit of the 2020 general election found that counties applied that check very differently. Ballots in some counties were four to seven times more likely to be rejected than similar ballots elsewhere. Two counties were 18 times more likely to reject for a signature mismatch. Auditors found that 'counties with lower rejection rates appeared more willing to accept less conclusive signatures.' Statewide, 0.72 percent of ballots were rejected, fewer than 30,000 of about 4.2 million, not counting late ballots.
Rejection rates ranged from 1.50 percent in Franklin County to 0.04 percent in Columbia County.
In a sample of more than 7,200 signatures, auditors agreed with the county's decision about 98.7 percent of the time.
In March 2025 the Washington Supreme Court upheld signature verification, together with the process that lets voters fix a rejected signature (Vet Voice Foundation v. Hobbs).
In the 2024 Pasco case, Franklin County's signature check caught only one of four forged ballots.
A five-state comparison of voter records with Oregon, Colorado, Maryland and Delaware found 74 Washington voters who may have voted in two states, voted twice in Washington, or voted a dead person's ballot in the 2016 general election. Secretary of State Kim Wyman sent the cases to county prosecutors in September 2017, but none was charged. King County, where most of the cases were, found that 10 of its 18 people really had voted twice and sent them warning letters. After the 2018 election Wyman's office found 142 more suspected cases of voting in two places or with a dead person's ballot, and turned them over to county auditors in May 2020.
A 2012 Pew Center on the States study found that about 24 million voter registrations, one of every eight in the country, were no longer valid or were significantly inaccurate. More than 1.8 million dead people were still listed as voters, and about 2.75 million people were registered in more than one state. In 2018 the U.S. Supreme Court opened its decision upholding Ohio's voter-roll cleanup, Husted v. A. Philip Randolph Institute, with these figures.
24 million registrations (1 in 8) invalid or significantly inaccurate.
1.8 million deceased people listed as voters.
2.75 million people registered in more than one state.
Husted v. A. Philip Randolph Institute (June 11, 2018): the Court ruled 5-4 that Ohio may remove voters who skip elections and do not answer a mailed address check.

It has been estimated that 24 million voter registrations in the United Statesβabout one in eightβare either invalid or significantly inaccurate. And about 2.75 million people are said to be registered to vote in more than one State.
Pew said the study measured outdated and inaccurate records, not fraud, and recommended modernizing registration systems; it helped start the multi-state ERIC data-sharing program.

Washington's 2018 automatic voter registration law (E2SHB 2595) added a section, RCW 29A.08.370, for the 'rare occasion' when a person who is not eligible to vote is registered anyway. It covers the automatic process at the Department of Licensing and the Health Benefit Exchange. Unless the person knowingly broke the registration law, the registration is 'deemed to have performed an authorized act' and 'may not be considered as evidence of a claim to citizenship.' If that person then votes, he or she is not guilty of illegal voting unless he or she knew of being ineligible. The registration or vote record is removed, and the Secretary of State and the agency are to find out how it happened.
Nine of the 13 noncitizens who voted in Clark County from 1999 to 2023 had been registered through the Department of Licensing.
A Blaine immigration lawyer says Canadian green-card holders are sometimes registered at the driver's license office, which does not ask for proof of citizenship.
When it was proposed, supporters testified that 'protections are important for persons who inadvertently register to vote, especially in minority and immigrant populations.'
Federal law is separate: falsely claiming citizenship and voting illegally are grounds for deportation even without a state conviction.
In a 70-page December 2013 report, New York City's Department of Investigation said it found dead people, felons, and people who had moved away still listed as eligible voters, some for up to four years. Undercover investigators posing as 63 of these ineligible voters went to the polls during the 2013 primary, runoff, and general elections. Poll workers let them vote 61 times without a challenge. To avoid affecting any result, the investigators voted only for a fictitious write-in candidate.
Poll workers did not question investigators in their 20s and 30s who gave the names of registered voters who would have been in their 80s and 90s.
Investigators were not stopped even when they said they no longer lived in the city; they were turned away only twice.
According to the New York Post, the 61 included 39 investigators posing as dead voters, 14 as jailed felons, and 8 as people who had moved away.
The Department of Investigation recommended more than 40 changes at the Board of Elections and a non-partisan structure.
Cited in PragerU's 'Is Voter Fraud Real?' as proof of how easily bloated voter rolls can be exploited.
π¬ Quotes 1
Investigators were not questioned by BOE poll workers, even when undercover investigators said they no longer resided in the City, or when there were obvious disparities between the ages of the investigators, some in their 20s and 30s, and the ineligible individuals in the voter rolls, some who would have been in their 80s and 90s.
The Board of Elections objected to the undercover operation and disputed parts of the report. The Department of Investigation said no vote was cast for any real candidate or ballot question.

Washington law requires counties to reconcile the absentee ballots returned with those accepted and rejected. In 2004 King County could not tell how many had come back. Absentee supervisor Nicole Way testified that she and assistant superintendent Garth Fell produced a report that showed a perfect match by simply adding the accepted and rejected ballots together. Ballots kept turning up after the count: 573 wrongly rejected absentee ballots in December 2004, and 96 uncounted absentee ballots found after certification. The county's list of people who voted was 3,539 names short of the number of ballots it certified. An outside law-firm investigation in August 2005 blamed Way, and Elections Director Dean Logan moved to fire her. It also found a belief among some staff that it was 'not fatal or crucial if the vote count was not completely accurate.'
Logan said the investigators' report showed 'there was no attempt to sabotage' the elections, but that his staff was overwhelmed and that the office had a cultural problem he meant to fix.

In September 2026, U.S. Customs and Border Protection officers began asking Canadian permanent residents who live in Washington whether they had ever voted. Point Roberts resident Paige Adamson was held and questioned for six hours on September 15. She was given a notice to appear in immigration court on two charges: falsely claiming U.S. citizenship and voting illegally. Public Washington voter data show she voted in past elections, including the 2020 presidential primary, though she says she does not remember doing so. Blaine immigration attorney Len Saunders says others have been questioned too, including a nurse from Blaine and a Snohomish County man. These are civil immigration cases, not criminal charges.
Customs and Border Protection requested Whatcom County's voter file on August 30, 2026, and U.S. Citizenship and Immigration Services requested the statewide file on September 3. Both files are public records.
Saunders says noncitizens are sometimes registered at the driver's license office, which does not ask for proof of citizenship.
In the past, he says, such voters could cancel their registration and still become citizens; now they face deportation.

On July 7, 2026, Assistant Attorney General Harmeet Dhillon sent Washington's Secretary of State and election officials a seven-page letter. It warned that they could be held criminally liable if they knowingly keep noncitizens on the voter rolls or help noncitizens receive and cast ballots, and gave them five days to explain how they comply. In late August, CNN reported that Homeland Security Investigations had assigned an 'unprecedented number of agents' to voter-fraud cases in nine states, Washington among them, from early September to mid-October. DHS says its SAVE citizenship checks have flagged more than 24,000 potential noncitizens on voter rolls nationwide. Secretary Hobbs says Washington will not use SAVE, and in September Franklin County asked the state for written permission to run its own check.
Franklin County's letter cited the state law that requires voter registrations to be screened against government databases, including for citizenship.
Franklin County Auditor Matt Beaton noted that Washington already shares voter data with ERIC, a private nonprofit, and said the county should be able to use the same data to show the rolls are clean.

In April 2026 a citizen found a heavy box on the ground next to a dumpster behind a Renton strip mall. It was full of King County ballots, and he took it to Washington State Republican Party Chairman Jim Walsh. Walsh said it held a little under 400 ballots that had never reached the voters: many from the 2024 general election, others from 2022, 2023 and 2025. Most were addressed to people who use private mailbox businesses. The U.S. Postal Inspection Service took custody and is investigating with the Renton Police Department, and the FBI is involved. Walsh said the find proves 'the lack of security of tracking where ballots are at each stage in their travels.'
King County Elections said the ballots appear to be outgoing ballots never picked up at private mailbox locations. Director Julie Wise said they should have gone straight to the authorities, and called the publicity an effort to push a false narrative about vote-by-mail.

Between 2 and 4 a.m. on October 28, 2024, incendiary devices were placed on ballot drop boxes in Vancouver, Washington, and Portland, Oregon. The Vancouver box at the Fisher's Landing transit center caught fire. Clark County identified 488 damaged ballots and could not identify 6 others; some may have burned to ash. A device had also been placed on a Vancouver drop box on October 8. The FBI, which offers a reward of up to $25,000, is still seeking the suspect: a white man about 30 to 40 years old with thinning hair, driving an early-2000s dark Volvo S60 with a fake temporary Washington license plate.

A 799-page report from Mike Lindell's Election Crime Bureau, led by former Michigan State Senator Patrick Colbeck and funded by the Lindell Offense Fund. It sorts court records, government documents, sworn testimony, FOIA records, and technical forensics into ten 'attack vectors': election records, voting systems, certification, judicial malfeasance, information control, financial influence, privatized election operations, seditious conspiracy, weaponization of government, and foreign interference. It argues the 2020 election must be investigated as an attack on critical infrastructure. It recommends 18 federal investigations (8 with immediate search warrants), 13 federal and 15 state legislative reforms, and a return to hand-counted paper ballots.
828 findings extracted from the report (the ECB cites 824) with about 2,500 footnoted sources; all are searchable on this site's Findings page.
The ECB rates 558 findings 'Established Fact', 151 'Disputed Fact', and 119 'Reasonable Inference'.
Most findings concern Michigan (177), Georgia (131), Arizona (105), Pennsylvania (102), and Wisconsin (97).
The report cites 319 critical-severity and 1,820 high-severity voting-system vulnerabilities identified by CISA in the year before the election.
It argues that of the '64 lawsuits', 20 were dismissed on procedural grounds such as standing, 14 were withdrawn, and only 3 of the 30 decided on the merits involved any discovery.

After 2020, volunteers in several Washington counties compared the public voter list with Postal Service change-of-address and Social Security death records, then knocked on doors. In Skagit County the county Republican Party reported 1,530 'anomalies' from more than 3,000 doors. They included over 830 voters who had cast a ballot from an address where they did not live, and at least 43 dead people credited with voting. In Clark County, the Washington Voter Research Project found that 616 of 1,213 voters it checked (50.8 percent) had moved but were still registered at their old address. Of those, 66 voted in 2020 after moving out more than 30 days earlier. A 2020 Judicial Watch study found 13 Washington counties with more registered voters, counting inactive ones, than adult citizens. When Skagit Republicans filed 27 formal challenges in 2023, the county upheld 8.
The Washington Voter Research Project, founded by Glen Morgan in 2021, says about 350 volunteers have knocked on more than 20,000 doors.
Judicial Watch's highest registration rates: Garfield County 119 percent, Pend Oreille 112 percent, and Jefferson 111 percent of the adult citizen population.
Washington had 5,470,163 registered voters on December 1, 2025, of whom 376,613 were inactive. Inactive voters stay on the rolls.

Washington Election Integrity Coalition United (WEICU), led by Tamborine Borrelli of Gig Harbor, filed lawsuits in 2021 in eight counties: Whatcom, Clark, Snohomish, King, Thurston, Pierce, Lincoln and Franklin. It also sued in the Washington Supreme Court. The county suits claimed that about 6,000 votes were 'flipped' and more than 400,000 'added or removed' in statewide races, and asked courts to unseal the 2020 ballots for a full forensic audit like Arizona's. Twenty-eight Snohomish County residents joined as their own lawyers. The courts never weighed the evidence: a federal judge dismissed five county cases because the plaintiffs lacked standing, and ruled that ballots and ballot images are exempt from public-records requests.
WEICU said it had asked for copies of the actual ballots under the Public Records Act and was refused.
The King County case was dismissed because no attorney had signed WEICU's complaint, and the Court of Appeals upheld that dismissal in 2024.
In 2023 its director testified against Senate Bill 5459, which would exempt cast ballots, ballot images and cast vote records from public-records requests.
In June 2022 the Washington Supreme Court ordered WEICU to pay $9,588.80 and its lawyer, Virginia Shogren, $18,795.90 in sanctions, saying the group offered 'no competent evidence of voter fraud based on noncitizen voter registration.' Dinesh D'Souza's 2022 documentary is built on research by the election-integrity group True the Vote. It says cellphone location data identified about 2,000 'mules' in five swing states (Arizona, Georgia, Michigan, Pennsylvania, and Wisconsin). In the weeks before the 2020 election, each made 10 or more trips to ballot drop boxes and 5 or more trips to nonprofit organizations. The film pairs the data with drop-box surveillance video and says the pattern points to an organized, paid ballot-trafficking operation.
According to the film, True the Vote bought about 10 trillion cellphone location signals and obtained drop-box surveillance video through public-records requests.
True the Vote says it took its findings to law enforcement more than a year before the film was made.

Mike Lindell released documentaries (Absolute Proof, Feb 2021; Scientific Proof, Mar 2021) arguing that cyber data and packet captures prove China and others interfered in the 2020 election through voting machines. In August 2021 he held a Cyber Symposium in Sioux Falls, South Dakota, offering $5 million to anyone who could 'Prove Mike Wrong.' Both films and two sequels play on this site's Media page.
Software developer Robert Zeidman submitted a report and an arbitration panel awarded him $5 million in 2023; a federal court confirmed it in 2024.
In July 2025 the 8th Circuit Court of Appeals reversed, ruling the arbitrators exceeded their powers by rewriting the contest rules; the U.S. Supreme Court declined review.
On Aug 12, 2026 the district court vacated the $5 million award and sent the dispute back to the arbitration panel for rehearing under the contest's plain text.

In Bailey v. Antrim County, a judge allowed a forensic examination of Antrim County's Dominion equipment. The resulting Allied Security Operations Group (ASOG) report concluded the Dominion system 'is intentionally and purposefully designed with inherent errors to create systemic fraud,' citing a 68.05% ballot error rate that sent ballots to bulk adjudication. On election night Antrim's unofficial results first showed Biden ahead in a county Trump won. @Real_RobN posted the report's conclusions in June 2026.
After correction, Trump won Antrim County by roughly 3,800 votes.
Barry County Sheriff Dar Leaf separately raised concerns about Dominion's supply chain and sought access to equipment.

The system intentionally generates an enormously high number of ballot errors. The electronic ballots are then transferred for adjudication.

Michigan officials attributed the election-night anomaly to human error in updating ballot information, not the machines. A full hand count of Antrim's presidential ballots in December 2020 matched the machine count. The Republican-led Michigan Senate Oversight Committee (June 2021) called the ASOG conclusions unsupported.
